How to Submit Testimony

Your voice is essential to the legislative process. Follow these steps to submit testimony on bills:

  • Draft Your Testimony:
    • Find a Bill in the HFU Bill Tracker above to see details
    • Review the HFU Position and any talking points in the tracker bill pop-up.
    • Share your personal experience if no talking points are listed—how the bill affects your life or livelihood. Personal stories are highly effective. See Tips on Testimony or Sample Testimony for formatting and style guidance.
  • Login at the Capitol Website: Create an account or login to submit testimony through the official Hawaii State Legislature website.
  • Submit Online: Use the “Bill Page” link in our tracker to go to the official Capitol page. Click “Submit Testimony” and upload your statement at least 24 hours before the hearing.

Pro-Tip for Upcoming Hearings: Bills in the “Upcoming Hearings” tab are moving fast! Once logged in to the Capitol website, sign up for “Hearing Notifications” for these bill numbers to receive email alerts the moment a hearing is officially scheduled.

Social Action Tip: Once you’ve submitted your testimony, share the bill link on social media! Tag @hfuuofficial and use the hashtag #HFULEG2026 to encourage others to take action.
